The technique is quite popular among players.

Just rise your underwater land to the level you want (the Mayor mode tool does the trick, but you can do that in God mode too). Then, just plop a road tile. The land, will get totally flat. When you plop another individual road tile just next to the first tile, the land will get flat and at the same level. Do this several times and you'll get a totally flat area.

And then, you'll discover faster techniques... but this is it for the moment.

    Or, is there are way to do it on SC4Terraformer?

    Maybe I haven't explained well. Take a look to this [link] YouTube tutorial, there are a bunch of them out there... See? Plopping road tiles one next to the other takes all the land to the same height.

    As for SC4Terraformer, I'm sure there's a way to do that, but you won't be able to modify what you've done once your city is laid without destroying it...

    It can be done with the Mayor mode tools starting with a non-so-rectilinear island. Try using the leveling tool with adroit touches from the raise and lower tool. It takes a couple of weeks of practice, on and off, to get adroit with this. The real trick is to have this land low enough for shore installations. Don't forget to level the underwater surface after you finish so the water has a uniform depth. No point in creating reefs.

    I actually use the digging plots that was available in STEX. Works fine for me.
