    23rd largest as in land amount, is Florida. The capital is Tallahassee. The 2000 population was 15,982,378.

    The answer is indeed The Connecticut River.
    Originally I was looking for The Delaware River, but the Connecticut is acceptable and qualifies for all the criteria set out in the last question.

    Well, the correct answer was Montana and Miles City is the cowboy capital. When trying to answer the questions, try not to take one clue from the question and try to figure out the answer. Although there is a city known as Coyboy Capital in California, the rest of the criteria set out in the clue doesn't fit California.
