You can tax the R$$$ at a rate that will slow them down or even push them out of your city. Then you can bulldoze the CO$$$ buildings. You need to pay attention to taxes and the desirability display. You could well do some urban redevelopment and increase the accommodation for both R$ and R$$ Sims. Oh, and if you are running in high gear, shift down and get some time to think.

Is your city advanced enough to support stage 8 skyscrapers? If so, you may be able to satisfy CO§§ demand with a big skyscraper. Whenever I played, I found that CO§§ demand is indeed harder to satisfy sometimes because commercial zones will either remain CS§§ if they are less desirable or immediately upgrade to CS§§§ or CO§§§. Once satisfied, however, it often didn't grow back as fast as CO§§§ demand.

If you take a desirable spot and zone for a common skyscraper size there (e.g. 4x4 dense commercial), you may get a skyscraper that offers 5,000+ CO§§ jobs. If something useless appears, you can simply bulldoze it and retry. The advantage of this is that you can eliminate a large amount of demand in one step, and that you only need to watch one single spot. Even if it takes you 20 attempts to grow a decent CO§§ skyscraper, this approach may be faster and more certain to succeed than waiting for smaller CO§§ buildings to pop up anywhere on their own - not to mention that they might upgrade to CO§§§ before you even knew they appeared. If you have one CO§§ skyscraper growing right under your mouse cursor, you can make it historical quickly and call it a day.

EDIT: For this strategy to work, there should be as few free high-density commercial zones available as possible. This will "channel" all demand into the one zone you offer. If many commercial zones still offer lots of upgrade potential, you are far less likely to get one large building in one particular spot.
