What mods, if any, are you using? What are your city's stats? RIght now the only thing I can think of is that you should check your demand caps, those always slow my cities down until I bust them. Post a picture, give more info so we can help. Your question is too generic, I need more information.

The Mods i'm using are the money statue, and parade. The money statue gives 100,000,000

simoleons a month, and the parade increased residential demand. I currently can't upload a picture because my Simcity 4 crashes right when

I get to a city.

Crashing right when a city loads is usually a sign of a bad plugin. Remove anything you recently downloaded and try again.

Or, as a quick test, rename your plugins folder as Plugins.old, start the game and see if you can open the city, ignoring brown boxes and missing properties messages.
