Commercial Lots will not build

Hello, I have an issue. When building my commercial lots, they will not populate even though I have plenty of people in my cities. I think it may be something I downloaded. Please help.

Your request for help is very confusing. Your title suggests your commercial buildings aren't growing. Your post suggests you're plopping commercial buildings. Could you rephrase, please?

    Sorry, I'm a rookie at this. When I create the commercial zones, it will not build up.

    Take a look at your demand charts. If the demand for commercial is low, it will not build. It also depends on what you are zoning. If you just started this city, then C$$$ will not grow. Post a picture of your demand chart and maybe we can solve the problem.

    A picture would be nice, yes. But, just to cover my bases:

    Along with demand, there's desirability. It determines whether or not that commercial zone you just made will be USED by anything. Plazas, fire protection, police protection, water, a lack of air pollution and garbage; they all increase/preserve desirability. Additionally, commercial buildings like traffic noise, as that determines their "Customers" rating (Which in turn determines how many jobs the building provides).
