Is there any way to see if you've already downloaded something on the STEX?

...Besides looking through the downloaders list? I've downloaded things multiple times before, sometimes within a few minutes. If there isn't, is there any way to easily keep track of what you've seen/downloaded?

If you go to your My Settings (click on your user name top right corner), then click STEX Exchange, you can use the View My Downloads to show a couple of pages worth. More than that, I'm not sure if it's possible.

You can also use the Like button on the download page to have items displayed in My Liked Content.

It doesn't seem to show everything though. I know I downloaded a lot more then what it's showing. Did it reset it after an upgrade? Everything that isn't there was downloaded more then a couple months ago.

You could maybe try "liking" all of the files that you downloaded and then they would appear in your liked content list but I don't know if that list would show more that the My Downloads list or not. It's worth a try.
