How long has this issue been going on? Does it happen in each city you make? Did the city look right until recently?

Before we can be sure, I need to ask if this is a problem only in this city, or in every other city. If it occurs in only this city (and maybe a few other cities), then it is likely the prop pox.

If it occurs in every city you have, then it might be that you have missing dependencies, conflicting plugins, inadvertently turned down the graphics settings, or some combination of the above.

You can check by plopping the buildings affected in a new city tile, and checking to see if the problem persists.
