Or, is this something different, to offer perhaps night lighting for BAT buildings?

No, this is the game update SKU, which was designed for PC, but made into a Mac application by me. Look here for details.

For specificity's sake, and I might be a putz for a second if you'll bear with me, I already have the SKU 1 update done manually from the files Zegaldis uploaded a year or two ago. So, from what I understand from the SC4devotion & maxis info on the update ... I'm updated as far as the mac version will go (excluding the EP1 nightlighting fix) with an .app version 1.1 (v1517)

So to be clear, this SKU update you've uploaded is a mac installer version of the files I already have? Or does this also update the coding for the .app. I know you said these were just the PC files put in a mac installer so I would imagine it's just what I already have:

Graphics Rules.sgr should be updated to 20,171 bytes

SimCity 1.dat should be updated to 144,596,245 bytes

SimCity 2.dat should be updated to 168,588,181 bytes

SimCity 3.dat should be updated to 115,117,583 bytes

SimCity 4.dat should be updated to 125,624,858 bytes

So, in essence, I was just wondering if your installer updated anything beyond what I already have. Even if it doesn't, this makes the updating process if I were ever to have to do a vanilla install so much easier ... so if nothing else, for that, you totally kickass.

I have my doubts that this will work on a mac. When I tried this method myself, there were a few problems, which I don't think are able to be fixed.

The file directories are completley different on mac than they are on windows, so it will never be able to find the files to update.

I tired updating the mac files on my windows partition, and that doesn't work either. The files need to be a certain filesize and version, the original mac files aren't the same as the windows version.

At the moment, the easiest way is as K050564 described. The files included in that download are pretty much exactly the same as what you are trying to do here, except without the ease of an installer.

While I think the effort is great, and it will be amazing if you were able to get something like this working, I just think that there a few problems that might be difficult to solve. However, go ahead and try to get it working, I'm very interested to see if you can get it to work
