It depends on what you are trying to achieve and the budget you have. For instance a route like Orlando-Tampa (connecting roughly 5 million people) I would think HSR would be better. But for a route like Pensacola-Tallahassee (roughly 800,000) a railroad would be better.

I use the HSR for connecting most of the cities in my region. I prefer it over heavy rail because it looks clean and shiny, is much faster, and has very modern stations. The heavy rail I use for short distance ( like one city's downtown to another) and for in my seaports.

In real life, the idea would be to have 1-2 station stops per city, covering as much distance as possible. This is a timely commute and an alternative to annoying rail travel. However in SimCity 4, due to the algorithms you can't have the stations too spread out or Sims simply won't ride it. Still, HSRP makes could intercity travel.

'Classic' rail on the other hand, is not nearly as expensive but still very effective for moving loads of people at a time. Just make sure you have a good number of stations, and don't forget to encourage usage by placing bus stops and parking lots (same goes for all transit networks, really).

Personally, I use both.

To bad sim's are not smart enough to take the designated way of commuting like we all wish. However if you want a car dependent society its much easier to convince them to take it. Rail on the other hand has to be plentiful. There is a new type of urban planning that allows denser zoning around transit stops, primarily a subway station.

Cars are the easiest but definitely not the best...if you're really into the RHW and such like many here you can turn that automobile craving into game 'art' (the interchanges on here are quite impressive!).

I am a rail fan myself, so just about any neighborhood in any city I've built is connected in some way to a railroad, be it subway, light rail, elevated light rail, ground rail or high speed. It's key to place them with stations in the middle of crucial neighborhoods, and of course, connect by bus stops.

The method of dense development works great too..in SimCity 4, or real life (check out NYC).

@Yoshi: Do you really put parking buildings at heavy rail stations? They do have rather large parking capacity. I usually only put bus stops there.

I do, not at every station but if I have room for it..

Granted, it's not just for usage, it's also for aesthetics.
