Fuel extraction, waste treatment; why linked?

Hi everybody,

I need your feeling about this strange link between these 2 facility.

For me, it has to be approximately like this:

• The oil is extracted from the underground with a oil extractor. It's provide fuel, create pollution and use water/electricity

• The waste are creating by life being and treated in a dumps/junkyard/recycling centre... It's produce "cleaner" waste and use water/electricity. And in the game it's also a utility.

But, in the game, oil extraction consume Waste treatment, i don't understand why. It's like you need waste (and oil) to create fuel; ok this is the dream of Emmett Brown but in this game there is no reason for this. In SC4, this utility exist but it's a very particular one.

Furthermore, it's could artificially raise the cost of fuel, because you need ± 3 facility at 5000 of upkeep cost ; 2 extraction oil for 1 dumps if referring to the wikia.

Ok, perhaps most of you don't have this "problem"

I have a desert map, with only oil and space for resources. so i have decided to specialise my city in fuel production and Waste treatment token, until i discovered that my tokens of Waste treatment were "eaten" by my oil extractor .
