My Cursor is messed up, help please!

 I have 2 brand new PCs, one is a macbook pro, and the other is an hp running windows 7. I installed Sim City 4 in both of them and I have the same problem. I can build plots and all that stuff, pretty much everything.. but when I try to click on buildings (police stations, schools ...) my cursor turns into a white circle. I've tried everything (uninstalling, reinstalling, patching) all that crap...

please help, I wanna play!!

What type of cursor was it before turning to a white circle? Are you selecting one of the Query Tools (those with the question marks) brfore clicking on buildings?  The white circle is normal if you close the menu after plopping something.
