What is your evidence that it is a bug?

It is a confirmed bug, ive read that somewhere. Because both R$ and R$$$ occupy exactly 10% of the I-HT jobs and the game is not able to "read" these same values correctly, it becomes a bug where R$$$ will not work in IHT.

I do not know if there is a mod for this, but I simply create other types of jobs to accommodate R$$$.

[This linked download] only fixes this issue (and does not contain the other options the RCI multi mod has). The first update note for the download I linked to references the RCI multi mod and explains the differences between the two, so you can choose which one you want.

I don't think it's a bug.

I use the route query tool and see R$$$ working in high tech.

I read the SC4D  thread on the bug. Here's what I think.

He found a med clinic that was missing an R$$$ job filled,  a lot of high tech that had no R$$$ jobs filled and one high tech that did have R$$$  job openings filled.

I'd guess he didn't have enough R$$$ in the workforce to fill all available R$$$ job openings.

I looked into demand 2 years ago.

The way demand for jobs work is that each member of the workforce( ie working age) creates demand for 1.5 job openings.

This is how your city grows. The type of job openings demand created are based on wealth and education levels The only exception is R$ with low education who also demand 12 farm jobs/ R$.

Each job opening creates demand for one member of the workforce and guessing from ripplejets census depository building a certain extra percentage of non workforce members(the old and the young) of the same wealth type . Again the only exception is farms who demand 1.2 workers/job opening.
