Missing textures on default buildings?

 I finally installed SimCity 4 on Windows on my MacBook. Ran the updates, threw in a small collection of plug-ins.

Except now my buildings don't have any textures on the bottom.

What's going on? Is it a plug-in conflict already?

All I have is the NAM (likely a few months out of date) and SAM (also a bit out of date), World Trade Center with appropriate props,  SG's Toys R Us, some random residential lots from a "SC4 Giga Pack" I downloaded about a year ago, RRP, RHW, RAM, some Pegasus lots, and a few by kevdan...

Is there something I should know?

From your picture, it looks like you may have the game's graphics settings set at the lowest level. More details will appear at 'Medium' or 'High.'

Yeah, I noticed that the color was a bit grainy.
