If you have deleted all your plugins, I hope you have them somewhere you can put them back.  Precipitate actions like that could mean you have lost that region forever.

Welcome to Simtropolis by the way, and we will try to get you straightened out.  If your seaport is not covered by the in-game control system, there may be no way to recover your city.  It is worth a try, just by putting everything back.

We need to see the update status of your exe, so follow this carefully.

Using windows explorer open the folder called Program Files.

You should find a folder there called Maxis, so open it as well.

In the Maxis folder there should be a folder called Simcity4deluxe (maybe not that spelling), open it, and inside that

    Open the folder called Apps.

In the Apps folder there is a file called Simcity4.exe.  right click on it, and open the Version Tab.  The version number should be 1,1,638,1 if you have made the EP1 update, or 1,1,640,1 if you have also applied the BATupdate patches.  If neither of these is true, you need to get at least the EP1 update from the EA games site.  You can use the link at the bottom of this page, then go to the help tab and choose updates.

In any case, please report your update status.

Next, how much swap space do you have available?  The easiest way to find this is to run the dxdiag program.  To do this, open the run box, type in dxdiag and press enter.  The first page of the diagnostics will tell you all about your machine.
