Welcome to Simtropolis...

I tried the Eaton map I found on the STEX, and all seemed to work ok. I can only think of a couple things to check. Be sure that the config file is a bmp file and the grayscale is a jpg. Also, be sure that the config file is named "config". Any other name will cause it not to work. I noticed that the Eaton map I found had all large cities. Is that the same one you tried? If so, when you open the region in the game, is the city layout all large cities?

Have you tried other maps that have worked?
