do tollbooths only collect fares for their maximum capacity. for example if there is a tollbooth on a road that has a capacity of 600, but 1000 people use it, will the 400 people not included in the capacity get a free ride?

I believe once it reaches the capacity the delay for the drivers increases exponentially.

Joshriddle is correct; tolls are always collected per Sim. Technically, the Sims don't actually pay them, but the city receives them anyway. (Don't ask.) And Bplax15 is incorrect; there is no exponential behavior in the delay. Instead, when toll booths reach a certain multiple of their capacity (which seems to be about 400%), then just like transit stations, they shut down for the rest of the day. This doesn't mean that Sims don't have to pay tolls after that; it means that no more Sims can pass through the toll booths once that point is reached.

I have had overloaded toll booths in the past, and the way out of it is create a toll plaza.  If you are planning to collect tolls, try and set yourself up with a multi-lane toll system, preferably arbitrated by one or more roundabouts.  They work very well as the load goes up, the alternate lanes get busier.
