Problems with the Universities!

 Hi i have been playing SC4 for a long time but i isn't until recently i started to get disturbed by the amount of people studiying in colleges/universities.

I have a region with about 3,5 million people, and 3 bigger cities. one with over 1 million inhabitants and the others around a 600 000. + a couple of smaller cities/towns

The thing is that there is to few students overall in the whole region. My biggest city Vänersund has 2 universites  with about 5000 students each. And the whole region has a total of 17167 students, ive also checked my other regions with more inabitants, but the problem is the same everywhere.

So ok, cities can not trade students thats clare, but a city with more the a million inhabitants should also spawn more students, especially when aporximently 65% of the region is under 30

In my second biggest city Trestad is 180.000 inhabitants between 21-30 and about 160.000 11-20, but in the same city only 4397 persons studies at the Uni, Why?

Are there any explanations on  why this is? Are there any modds to fix this?

I haven't got an explanation on how to fix this, but I have a tip: Universities and Colleges share students. So if you have both, demolish either one, as they both cover a whole city.
