sim city 4 time problem

when i get into region view on i will move my mouse twords the middle and then jumps to a side and when i open a city i have it set to 1 arrow speed but it is going faster then it should and i can not figure this out,  my Sc4 worked fine but outta nowehere this happens and i am wondering why i did not get any mod and i tried to uninstall the game but that did not work

EDIT: I couldn't tell you about your time problem, but uninstalling it sounds weird. I never had any trouble uninstalling SC.

Also please give us some of your computer's specs (i.e, processor CPU, RAM, etc...) If it is Win7 try running the uninstaller in compatibility for XP Service Pack 3
