Jeremijah Mandalf...he was born in year 1950 in France...when he was 20 years old. He founded small company in New York. He trades with some ordinary goods...Today he´s richest man in the world. He owns 90% of trade networks. And he becomes mad...a little.  So he says "I want my own city!!! In...in..somwhere in Europe! In Croissantia! Um..i wanna say. Croatia" And this crazy project was started...first..he build a his statue. HUGE statue..after thishe build city hall..

He build two panoramatic restaurants...

Parks and stadiums.

Bridge to the "Ševdah Planina" (Shevdah plain). 

Hospital and multipurpose center..

 But there aren´t citizens..."city" is death...meanwhile.

But no houses so far?

How can you create these big statues, roads etc without having inhabitants?

I am new to the game and finding out the hard way, but it takes long to build highways. Or is there an unlock method?

Typically, highways can only be built once you reach a certain population threshold -- unless you run a sandbox.

I was more refering to the Freeways. My fault. Thought it where highways. But even these can only be build after 100.000 inhabitants? And the big bridge, stadium, statue.

Yes, i´m playing in Expert mode, everything unlocked. .) But i think it isn´t cheat...i think it´s more difficult to play with everything unlocked. And with adding money....I just want to build everything i want...if it´s problem here. I must abandon this CJ.

On the left side of river starting building of firts houses. According to this plan (yes it´s disgusting and it´s made in MS Paint, but it´s sufficient)

Light Blue: RIVER

Dark Blue: PARKS

Brown: PLAZAS

 Pink: SHOPS

 Dark Grey: MAJOR ROADS

Light Grey: SMALL ROADS

Orange: HIGH DENSITY EXECUTIVES

 Black: MEDIUM DENSITY SKILLED WORKERS

First houses for Skilled workers.

These are only "scyscrapers" in residental zone.
