CO$$ and CO$$$ demand Region Wide

I'm really confused about this. I have a region (somewhere around 5.5 million) with absolutely no demand for CO in any of the cities (somewhere around 20-30 total cities). Also, my R$$$ bar is really swingy. It can go up and down rapidly and won't hold still. I have three cities that have 400,000, 500,000 and 900,000 people with tons of CO jobs (as well as some others with 100,000 or so). What can I do to get this demand way up?

On a side note, I was wondering if someone could explain the cap thing in real simple terms. I'm confused by it despite reading the HTML.doc. Also if someone could explain what I need to download to get night lights on the buildings I've downloaded so far.

The best way to get cap relief is to add amenities.  In the case of CO, you need parks, and particularly downtown plazas.  Copy your region folder someplace safe as backup, then try this:

Pick your biggest city with this problem.  Do some urban renewal by taking out one of the CO$$$ buildings in your downtown and replacing it with a plaza having the same footprint.  If it is bigger than that, fill in with ameniities like flower gardens. 

Make sure you have good rapid transit in the downtown as well.  If you are running the NAM, GLR is good, and you may need the RTMT as well if you want to run the trams down the middle of an avenue. 

With avenues, remember to run a one-tile crossover in the middle of the blocks.  Sims should be able to jay walk.

It is not a bad idea to replace one of the commercial buildings with protection services as well.  Fire stations and police stations can provide some good effects.  You may need to download the crime doesn't pay modd to make your cops more effective.

If your big city doesn't have an airport, you had better find space for one.  This can get you some big bonuses.

    Ok, that helped a little, but they still aren't coming very much. My CO$$$ demand is still really low (as is the CO$$).

    I've started a new region to test some of the new building I download and I'm having issues there as well. I have it set at hard and have no demand for R$$$ or CO$$$. Should I adjust my taxes? I see other people on this site claiming to have high demand for both of these all the time. How do I get there?

    While you may need to register at SC4Devotion to view it, it is explained in this thread, if that will clarify it a bit.  Simple, it isn't; to me, anyway.  3.gif  Please let me know if you have any questions after reading it.  The Census Repository Facility is a great help in looking at your stats to see where you are CAPed, etc, in each city.  Here again, you will need to register for their exchange separately if you haven't already. 

    I do suggest you try all of the suggestions A Nonny Moose mentioned to bring up your CO demand, if you haven't.  One thing I have found to balance demand is that you need to keep R wealth levels at about 20/60/20 percent for R$/R$$/R$$$ respectively.  The game tends to upgrade R lots so that R$$$ is over supplied.  But you said that you have low demand for R$$$ so I'm not sure that is the problem.

    Also if someone could explain what I need to download to get night lights on the buildings I've downloaded so far.
