Confused about demand.

For like the last 50 game years my CO$$$ demand has been sky high, pretty much constantly maxed out.  Yet, I see hardly any CO$$$ buildings downtown.  I check my jobs graph and there are over 25,000 CO$$$ jobs, yet only about 3,000 CO$$$ jobs, and it's been like that for some time.  This is a city of about 125,000 residents.

Desirability is very good downtown, the only problem I can identify is pollution due to traffic but it is relatively minor.  Do I just need to get more population?

If you have demand but no buildings, you're missing adequate desirability.. plain and simple. Try placing some plazas and landmarks in a specific area and see if they don't start popping up.

High and medium density buildings have to have water access or only low densily buildings will grow.

also, if you are using the CAM they made the desirability threshold higher, so it needs more desirability to grow, try placing more parks or landmarks and see if that helps

Demand caps possibly? Create some new highway/subway connections and make sure you have all your reward buildings placed
