So, it's been awhile since I've played. But a few days ago I broke down and bought the new box set- and of course Simcity 4 was every bit as addictive as I remembered! 

There are two questions I have but can't seem to get answered. One is, if I build a large elementary school so that part of the circle where the buses go is going into the city next to it, will the children in that other city be able to access the school? Currently I have one larger city and  two other farming communities next to it. The farming communities are struggling somewhat, and I would like to be able to send the children from there to the school in the larger city.

My other question is, if I don't reconcile the edges of my cities, will they still be connected? I keep getting a message about how my city edges aren't reconciled, but if I reconcile them I will destroy quite a bit of developed land, and a large bridge. I need to save all the money I can!

the answer to your first question is no, you cannot share school services with neighboring cities.

for your second question, there are a few answers.

if the city is not incorporated yet, then the reconcile will not affect any connections.

however, it the city is incorporated, it will destroy everything in the highlighted zone, including neigbor connections. you will have to build them again.

    Yes, but do I really need to do that? Won't the connections still work if I don't reconcile the edges?

    Connections will still work, even if the edges are not reconciled. Obviously, for road and rail connections there needs to be land on both sides.

    I suggest you to make the cities landscape near the one you started right before starting working near the city borders of the city you're playing. And of course build nothing on borders but just connections... This strategy helped me a lot.

    Good to know, thanks. I usually put my landfill and ugly utilities on the edges.

    I never reconcile the edges of my cities, and I never have any problems running them.  I you have a huge slope gradient right at an edge, you might want to do some local terraforming, but I find that reconciling the edges works imperfectly at best and destroys large sections of cities at the worst.
