I think it already meets the needs that the building will grow, the area is just the 8*15 size and circled by roads, but the building nerver grow up.

I have disabled all the industries in simcity itself to grow and remove all any other industy plugins, then this area is vacant for years and years.

growing very large lots is something of an art form, especially when they are transit enabled.. hope you didn't put the rail in... that will stop it.. why don't you just use the ploppable? It works just the same.

I prefer growing over plopping, it reminds me too much of CitiesXl or Ceasar. Just keep trying!!!

even i can plop it, there is another, 8 * 9, stage 3, $$, mI, good lot, no plop, just grown. maybe i am lucky enough to have it in my city.
