Is it possible fro someone to make a building that hires alot of workers?

don't matter, maybe a high tech or office building that need plenty of workers

i don't export them because then my population goes down

Ah, it is a T3-Office building, which hasn't got any Thumbnail, so, if you want the game to build only that building, you have to search in the T3-Office category for a building with no thumbnail.
