SimCity 4 Freezes during Installation

hey guys!

i'm still kind of new here haha

anyway. i recently got my laptop fixed and its a vista.  I had SC4 on it before the memory got cleared and it worked perfectly. Now when ever I have to put in the 2nd disc or around 48.5% of the installation, it just locks up and shuts down. When I pop the disk out during the installation, It says it cant locate some type of flie like for example "SimCity_1.dat" or something like that.

I rather suggest that you go to the microsoft web site and download DirectX 9.0c (the "user" version)... SC4 doesn't seem to play well with DX11.. or perhaps your video card maker will have some posts/info on their site about SC4.

Could also be a broken disc, with a lot of scratches on it.
