The fastest way to reach 1 million residents

 I used to have about 109,000 in my city which dropped to 88000 due to competitiveness but is there any way I can reach one million residents as fast as possible, I have about 202 thousand jobs in my city.

plan out avenue districts with 20X20 space in the middle. this space will be 6x6 road blocks (3 blocks width, 3 blocks length) every 5 avenue blocks(5X5) put a highway after the last avenue, with space for the interchange. fill in the pace btween the highway and avenue with parks. in the center road block of the center avenue block, put a highschool, ele. school, clinic, sm. fire stat. and small police stat. and library

Step 1. Place money tree

step 2. place a hydrogen pwer plant with water towers around two sides

step 3; place your pipe and transportation (put the pipes about 10 tiles away from each other

step 4: put large hospital police and fire facilites in your city

step 5 : zone with the the control key, then place parks around it

Step 6 :Repeat step 5 until satisfied

and also don't forget to place ndex towers with workplaces!
