Custom Highway Signs

I'm interested in creating custom signs for my highways (like exits with the names of my cities (you know those that say City x ... 1 mile, City Y... 1.5, City Z... 2 miles and so) and also some other signs.

My question is which program should I use and how do I get it and use it (tutorial)

As xylox mentioned in the post above there is an excellent tutorial on this matter. Program wise I would suggest GIMP or Inkscape for image editting software (my personal preference is GIMP). You also need the BAT and Lot Editor. Batting signs is a great way to at least get yourself aquanted with the BAT as well.
