Game crashing at start up

 God, another thread about some problems ._.

Ok, so when I start up Sim City 4, the video comes on, like normal. I usually skip it, no biggie. So then, that Sim City 4 screen comes up. Then all of a sudden, the game crashes back to my desktop. The mods that I have downloaded about an hour before the crashing was moneytree, Super Demand Ordinance, and a fire station, and a police station. I deleted those mods. But the crashings still come! 

Come to think of it, when I press the sim city 4 icon, to start up the game, a black flash takes up about half of the screen for less than a second, you can blink and it would be gone. Then the game starts up, like normal. That never used to happen.

Can somebody please help me?

try reinstalling the game... sorry cant help more without system specs... if it worked before a reinstall should work
