Universiti can't be build?

What is the minumum requirement of the universiti?

My population is more than 200,000

My education level is more than 110

and

Mayor rating is more than 95..

Then why I still cannot build the universiti?

If there anything wrong?

RJ checked the requirements.. for the university they are

033D0000  University

Requirements:

• R$ + R$$ + R$$$ Capacity > 15000
• Average Mayor Rating > 42
• Average School Grade > 95

If you passed the time for it to be built for some reason, the option to build it goes away. In that case you can just use the "you don' t deserve it" cheat... (not like you're really cheating.. you already earned it.. )
