An issue (Not sure what to title this, fellas)

I have a city with a population hovering just below 90,000 people that I am currently working on, and this city's power is being transported via power lines from the city below it. ( I am exploiting the game by selling the city cheap power from coal power plants without any of the detrimental effects (pollution)) 

I accidentally deleted the power line connecting the cities, and of course, the city lost power. It would not let me initiate the the deal from the city I was working on for some reason, so I decided to save it ( big mistake, but I had done a lot of work and did not want to lose it), and go into the other city to initiate the deal again. No big deal, the city would regain power, and nothing bad would happen. Usually this is the case.

So, the city regained power, but it still went through the phases of a city that did not have power for a prolonged period of time, and everyone left, and the water was shut off for a while, and then the city completely redeveloped. Unfortunately, it redevelops completely different from the way it did initially. Everything is low wealth, and my income that was previously comfortably above my expenses (24,000/23,000, or so) is now about 13,000/23,000. 

I did not save it after it redeveloped, so it is still in its natural state, but every time it redevelops the same thing happens. This is the first city I have worked in a long time, so it is not a phenomenal city, but I really do not want to lose it. If anyone has an idea, please present me with it. I would upload the city, but I am not entirely sure how to do it. 

Edit: I actually saved it kind of late, so my income is already extremely, extremely low for some reason, despite my high population. And there does not seem to be any power problems, but it still goes through the stages, and my city opinion polls go up and down all awkwardly. The city repopulates, and I have no money, and everything is abandoned, in short.

Here try lower all expenses and re start. Go back to when your city was only R$. Then once you get a good and solid income raise expenses. Keep raising depending on your income.

     My city was never a R$ city. I grew it as a very high wealth city, but I suppose I could try that. I hate to see a high wealth city degrade like that, though. : / 

    And kind of irrelevant to this topic, but once it redevelops, they start complaining about water quality, even though there is almost no water pollution whatsoever.

    Sometimes neighbor deals work funny... I find that if I have a water deal that once you get to a certain level of demand, the buying city totally consumes the entire volume of water you can purchase from your neighbor. Put in a water pump within the city and cancel your neighbor deal, and demand *drops*. Not sure the cause for this.

    Anyway, the point of my story is that I wonder what would happen if you built a power plant and/or water pump within your city and see if that makes a difference?
