Does anybody know where i can download the Eaton map?

Theres no download link on the STEX.

Is there another place I could download or something similar

To download that map, you have to right click and save the picture you can see, when you click the "Download" button. The same goes of course for the config.bmp. Here's a detailed tutorial on how to install a map (LINK)

but how to you install it? I've moved the files to a new folder in my regions folder and all I get is a blank green region with lots of large cities

That question has been answered many times but here goes.  There are two possibilities:

a) The region folder contains a file with an extension of .SC4M.

This is a map prepared using SC4 Terraformer or SC4 Mapper.  One or the other of these tools is required to realize the map.  There are extensive instructions with them.

 

b) The region contains a gray-scale map, and a config.bmp file (with other stuff maybe)

In this case, use the in-game renderer as follows:
Open the game and navigate to the appropriate region folder (select the region in the game). Press ALT+CTRL+SHIFT+r.   A file selection box appears. Select the gray-scale file (.jpg or .png) making sure the file appears in the selection line. Click on OK.
The render starts. You must refrain from switching away or any other activity until this stops running. It must run without interference until it finishes. On some machines this can take up to an hour.
