Mayor Rating Glitch

I loaded a city of mine that had a very high Mayor Rating, almost 100, then all of a sudden a large portion of my city began to diminish in Mayor Rating, right around the neutral zone. And for some reason, some of my buildings still retained a high Mayor Approval! Could someone figure out what the problem may be?

And some mods I'm using that might have some significance include:

Comcap

Also, I've checked my other cities, and none of them seem to have this problem, despite having about the same mods intact. And the city that's having this bug is a large city (4 Medium Sizes placed together).

I'm running on Simcity 4 Deluxe with current updates, and my computer info is as follows:

Intel Pentium 4 2.66 Ghz processor

1.25 GB RAM

111 GB Hard-Drive

1278 MB Memory

Well, I think this just happens every now and then.....your mayor rating will fluctuate over time, I know it has happened to me before many times. I think it is regular, I wouldn't be too worried.

You sure about that? I mean I let my city run for about a year or two and the mayor rating shows no sign of increasing. In fact, it is now a tad in the negative zone.

Also, I just noticed that the spike occurs once year 111 in Simcity terms begins. This might seem farfetched, but perhaps the year has something to do with the glitch? Most likely not.
