Is this a bug? (newb question)

I start a new region & new city on 'hard' difficulty.  Zone lots of industry and residential and a little commercial. Give everything power, but no services at all.  Leave all taxes at 9%.

Wait ten years.  The pop graph shows I have about 3200 people, 1500 ind. and 500 com. All of them are 1-$ (low wealth).

Now I raise all my taxes to 20%.  Revenue jumps from $1473/mo to $3277/mo.  Sim another 10 years and....nothing's changed.  I lost 60 residents; industry and commerce are exactly the same; and total tax revenue is still $3277.

Why don't people move out when you jack their taxes?  This makes the game ridiculously easy!  Sure, no one will move in, but I can always build stuff, lower the tax rate, wait for it to fill up, and then raise the tax rate again.  Is there a mod that makes the Sims react to taxes more realistically?  I looked but couldn't find anything like that.

I don't think there is a mod. But I think raising your taxes to 20% will make your demand tank mostly. I guess you are a pretty talented city builder to maintain this city on hard mode with very high taxes. I don't think it's a bug; I think you're just a good city planner. My two cents anyway. 4.gif

It isn't really a bug, just an odd choice of game design.

 

I noticed this too when I first played ages ago.   The game assumes that if you have 1 town and nothing else that that is all the sims in your city know of. There is no place else to move away too if you raise taxes in the only town in the universe because...it's the only town in the universe.  Playing with taxes can can be very creative in the game, learning the balance when you make many cities with different tax rates is a bit hard at first but worth it.  Playing with taxes while having just one city is highly inaccurate.

Yep.. try doing that in a developed region and trust me it will tank.. (hard or easy)
