Growth Stagnation

hi i'm stuck at 150,000 on my big city i have 4 cities in a region.... 150,000, 130,000, one farmland no people, and one brand new city i've tried building subways, highways, and the buses and the best i can get is 60 min commute time.... the city has airport, 2 large commerce centers and 5 large population centers surrounding these commerce zones..... with HT industry near the population..... i'm wondering how do i get to the next step.....do i grow out the other cities or add new ones...or do i improve the transport in this one... does anyone have a strategy to build an efficient subway tunnel system....i'm running multiple tunnels but they get clogged easily.....

you should put subways near heavy congested areas... some areas include avenues and major heavy congested population centers
