 Hey

the buildings iI downloaded from STEX are not lightning, but the other buildings do.

Is there a mod for it or something else?

Click on the Omnibus link at the top of the page. 

When the Omnibus pops up, scroll down to find the tutorial for How To Make Nightlighting For Your BATS Work ...

The buildings require an update from the Simcity website before the nightlights will work. You have to be registered to the site to update your game.  You could also try getting the updates at SC4Devotion, you will require a login there as well.
