Something not quite right with pop vs job opportunity

 I'm currently working on a city with only one neighbor. The city I'm working on has a population of just over 51k, But the industrial jobs and commercial jobs only add up to about 41k on the city data you get from the regional map. So that's about 10k sims without access to work. Why am I not getting jobless zots and sims freaking out? The cities only neighbor doesn't have enough jobs either but they tend to cry a bit. But this city doesn't. Any thoughts or ideas on why this might be occuring? It's not really a bad thing, I'm just curious.

unless your from china the kids in your city aren't working

thats why there is 10k that dont need the jobs

The 10k sims that don't have jobs would be your sims not in the workforce - children and the retired.

Thanks, I never even thought about that. To me all sims need jobs, been playing for a long time and the fact that kids don't work and sims retire never even crossed my mind.
