I think your population needs to be at least around 100,000+ population for phases 2 & 3. For Phases 3&4 Im pretty sure its close to 1mil Population. these are only roundabout figures as I have not actually tried to figure it out.

There are city hall phases for SC4 too (each filling up the lot more and more), I just have no idea how to get them either. If you use buildingplop with the extra cheats plugin, you can find them in the list.

City hall phases two and three are unlocked somewhere around 50 000 and 100 000 population, I'm not sure. The upgrade option appears in the info panel of the City Hall itself, though - there's no special new building in the tabs.

As for the 'special' City Halls that you get with the Limited Edition, you need 2 mln population. It's 'level 4' City Hall

Or you can use expert mode, which unlocks a large part of the buildings right from the start.

Out of curiosity, does anyone know if the higher level city halls actually do anything for you? I've always upgraded because they look pretty, but they also suck down cash faster.

They increase the amount of jobs or sasfication, idk I was in the Beta so things might've changed.

Higher level City hall acts as a Landmark -> increases quality of life. As far as I know:

- Level 1 - no effect

- Level 2 - Landmark effect, small radius

- Level 3 - Landmark effect, large radius

- Level 4 was available only to Limited Edition folks, and it turned the building into one of two real world City halls. I think this also increased the Landmark effect, but I'm not sure. Also, I don't know what will happen now after the changes.

LA City hall- Landmark, very large radius

London City hall: -15% pollution
