I don't remember exactly if the Plugins folders are deleted, but I know that it will ask if you want to save your cities during the uninstall process. You could always make a copy of your Plugins and save them somewhere else (like on the desktop) while uninstalling and then place them back in the SimCity folder if you reinstall. Just a thought...

what if i wanted to download simcity 4 rush hour onto a different computer ? would i still see my cities and everything in my plugin folder exactly the way it was on my other computer.

No, when you install the game on a computer, the plugins will be empty and you will only have those regions that come with the game. If you want your existing regions and plugins on the new computer, you will need to save them on some kind of transferable memory device (USB Drive, external hard drive, etc.) that you can plug into the new computer and then copy them into the appropriate locations.

The uninstaller removes the entire plugins folder in Documents and Settings/[user]/My Documents/SimCity 4. The only things you are asked if you want to keep, are your cities/regions.

You should make a backup of your Plugins folder (and your Regions folder) in another location to prevent loosing your precious downloads if uninstalling. Just copy the files back in the path mentioned above after reinstalling. It's the same procedure for installing your plugins on a second computer. For this, as mentioned by CaptCity, you need to keep the files on a transferable memory device.

Unfortunately, I've been forced to do this way too many times already..
