plug in problem with vista

Hi all- It has been a while since I have played SimCity4. I went to the old site to use lot exchange, and downloaded old user lots. Keep in mind i downloaded all the necessary items I was told i needed to download. And after I download player lots I go to play SC4 deluxe edition RH... and the lots are not there. I look in the folder where it tells me it send in... and in vistas case instead of "my documents" i go to documents, the simcity4 folder, the plug ins folder, and alas the plug ins are still not there, not any of the ones i downloaded. and i tried to redownload them, and it tells me a copy already exists, and ask to copy over anyway, of course i say YES, cause i really want the lots.... what am i doing incorrectly... i have all the game updates... what gives? i even got gmax... is there a different patch i need to download?
