Stars below mayor name

I was wondering what do the starts below the mayor name (before you enter the small/medium/large city tile) represent.

Does anyone know?

when you name a city you select the difficulty. 1 star is the easy setting, 2 medium with less money, and 3 stars is the hard with slow development and less start out money

Really? It sounds right, but my cities are all 3 stars yet are all on easy mode.

i think its like got summet to do with like your education parks hospitals etc ... am not 100% sure though

The stars below the name are just the difficulty the city is set at.

Then Legosim is mistaking and it is the other way around: 3 stars easy, and 1 star hard.

Easy, 1 star: start with $500,000, also a 20% "bonus" (above what the simulator calculates) in demand and tax revenues

Medium, 2 stars: start with $200,000, and a 10% bonus

Hard, 3 stars: start with $100,000, no bonus for taxes or demand

Some rewards are only available via normal "mayor play" in hard difficulty, but they can also be earned via U-Drive It missions for any diffculty level (e.g. space port).

Nope, you were 100% right, I and Korot both had it backwards. 3 stars = hard, 1 = easy. I updated my post.
