lol a bit hard saying whats wrong when all youve is a picture lol

    i downloaded the prince edward island map from stex

    copied both the config to desktop and the gray picture to simcity folder

    wend to documents simcity 4 regions and made a folder

    placed the config in the folder

    started simcity 4

    ctrl alt shift r

    found my jpeg gray picture

    the thing loaded ad this is what i got

    supposed to be water at lower elevation

    You might have a mod that raises the terrain when you install a region, just guessing. Try lowering the terrian in any city to see if you find water. If not then you may have a mod that removes the water from your cities (perhaps you still have part of Simmars installed?). If none of these are causing the problem, then there's nothing that won't be solved by a good old uninstall-reinstall detox. 2.gif

    When you reinstall it will ask you if you want to keep your plugins and cities. Say yes and you should be fine. To be absolutley sure, back up your entire SimCity4 Folder somewhere.

    u junt need to open it in the startup manager and change the haight of all the region.

    go down until u see the water

    Do you have anything at all in either of your plugin folders? (There are two, one under Programs and one under My Documents, you need to check both).

    If not, then maybe the map requires a height mod. Have you checked the description and the creator's thread if they have one?

    um i found a simcity4.cfg file in my docs

    the pic above shows the wackiness of wat is goin on

    i created a whole new blank region(plain)

    the water that u c is the lowest elevation

    the green is the default new region look

    and the other rectangular  tall piece of and is when i open a green plot of land and i just save it
