I meant the one that lets you build all buildings from the beginning, which normally are only avaibable if you have a certain population.

Like large elementary school and nuclear plants; I want to build them from the start.

I think there's a cheat code for that. I never heard about a mod for it, but I know there's a cheat code. I believe there's a list of codes on this site in Omnibus
