Frozen IHT Demand

This has happened to me on two new cities now. I build a city as normal, and at some point, the IHT demand becomes zero even though there is drive for more demand from the census data. The demand remains at 0 even when I change the tax rate or demolish existing IHT building. I am currently running NAM with Simulator Z Park and Ride. Please help! It's becoming impossible to build a high education city.

Edit: I'm an idiot. I filled the my IHT cap for the first time ever (and I've been playing for 6 month). How do I lower this cap? Anything else besides University and the Research center?

Industrial caps are lowered by successful freight trips. Make sure your HT areas are connected to a neighbor edge, and the cap should go down over time. The seaport also lowers the cap.

Also you know another way to stimulate Demand is to make the taxes really low.

It's the census mod by ralphninja/ripplejet. It's great to get detail info on your city.
