dirty industry demand sapped region-wide

it is my impression that when education and wealth are too high in a city, and/or anti-pollution laws are passed, after awhile dirty industry demand plummets and never really comes back up again. makes sense.

why is it that, at least in my observation, dirty industry promptly plummets everywhere else in the region too? even on undeveloped plots of land! if dirty industries have been driven out of a city, wouldn't they be looking to resettle somewhere nearby that was more suitable for them?

i'd like to be able to make a fancy metropolis on one end of the region, with a highly educated populace that work in tall buildings and shiny electronics factories, without this preventing me from building a dirty, humble factory town somewhere else later on.

Demand for C and D is directly related to the R.. As you lose R$ and R$$ starts to take over, all R$ job demands drop significantly.. you can tell you are in this region when you cannot generate significant demand even by lowering taxes 2 or 3 % below the averages for your other zones.. desirability of course leads to the type of residents and C/D lots which develop.

Also remember that if your cities are connected to their neigbours they share the same baseline demand. If you want to have a wealthy city seperate from a poor city, you'll either have to use taxes to suppress the kind of development you don't want in that particular city (taxes don't effect your neigbours even if they are connected), or not connect the two.
