The warning often comes up after removing plugin files needed by a lot in the game. Have you removed any plugins recently? If so, you might put them back to see if the warning is gone. You might also look for any lots in the game that seem to be missing something. Maybe it will be something easy to see. As far as I know, the number (hex and/or decimal) does not provide any real clue as to what might be missing unless the hex number happens to be part of the file name, and the file is somewhere where you can search for it. CaptCity is dead on.. if you can't visually inspect the city (it will be something built since the game noticed it as not available when drawing the city) .. if you can't locate it visually you're probably out of luck without a lot of work.. What I'd do is review things I'd recently taken out (since the last time you used the city without a message)
