Animations on lots??? I don't see them

OK so a few major gripes I've had have been the lack of animations on the lots - no people no cars no nothing - even the basketball courts are empty 24x7.  (There was animation in one of the demos though).   Second gripe the lack of sounds - All I hear is music unless I click on a building then I hear a cha ching or associated short wave file but that all.

So I'm online playing and find out others are seeing cars pulling in to the lots, parking, people getting out, interacting, people on the basketball courts.    So I asked about the sounds and the guys says yeah he can hear traffic and birds???   I'm at a loss I don't have any of these features and have graphics set to high?   

Please help - is it possible when I downloaded from Steam I did not get all the files or something?  Are there multiple versions floating around?  I'm on version 1.00 buld 363.   Thanks in advance for any help.
