screen cropping issues

1/8 on either side of my monitor is now black and I can't figure out for the life of me how to fix it.

I'm playing in 1680x1050 (as I have been for YEARS now) and just last night it is still saying so, but again....there are two large black bars on either side of the screen as soon as I load SC4.

I have a legit copy, purchased when Deluxe Edition first came out, and this has never happened before.

Any help?  I searched around and only found a few things on the Mac version and how to run it in windowed mode.  Maybe I'm not wording my query properly

Right click on one of the shortcuts [start menu, or desktop]  to the game, click "Properties", in the target box, add a space after the quotation marks, then add this tag:

"C:\Program Files\Simcity 4\Apps\SimCity 4.exe" -CustomResolution:enabled -r1440x900x32 -f -intro:off

f = full screen
r = resolution

Be sure to use a resolution that your monitor can display.  You don't have to use the intro off, but wierd things may happen if you don't.

You must start the game at least once with the shortcut for the new resolution to take effect.
