Building On Hills

Can someone please tell me what I have to download so that when buildings develop on hilly areas they don't create those awful blocks under them. I don't really know how else to explain it but I'm guessing you will know what I'm talking about.

I don't think there's anything you can download to get rid of retaining walls, but here is a tutorial about how to stop retaining walls from being built in low-density neighborhoods. Alternativly, you might want to see this thread.
