NAM - Tram-in-Road Firefighting problem

I've just recently noticed that firefighters cannot reach lots which are bordered by either Tram-in or Tram-on Road? 

Using Deluxe with NAM June 2009 for Windows.

Yes, apparantly the problem is caused by the the trucks not being able to cross the tracks. There's a few posts on it here. It seems the way to avoid the situation is to be sure you have a fire station on both sides of the road somewhere or be sure the area is covered by a fire station.

Uh, i can't do that, i'm tight on funding. Does popping into UDI before they reach the tram track help? I seem to get similar problems which any lots in the road that have transit enability, and the fireplane has remained in the sky for about 100 years because it has gotten hung up on my tall buildings.
