What purpose, if any, do landmarks serve?  Other than Eye Candy, do they effect anything within the game?

Um, not as far as I know.

I think some create demand, but I'm not sure about that.

I think their purpose is spending some money when you got too much of it in the later game, and if you built the city that they are in it's pretty realistic.

There is a mod that makes them functional though.

They increase the demmand but there are several mods to make them functional with jobs and such as.

They increase demand and desriabilty in the area they're plopped in (especially for commercial). The demand and desirability produced by landmarks is known as the "landmark effect".
